Pokémon Pokopia features 11 Legendary and Mythical Pokémon, each with unique unlock conditions. Unlike regular Pokémon, legendaries don't appear in standard habitats — they require completing special missions, building expensive shrines, or achieving major milestones.
Legendary Groups
The legendaries follow a progression chain:
- Legendary Beasts (Raikou, Entei, Suicune) — roaming encounters, one per region. Befriend all three to unlock Lugia.
- Legendary Birds (Articuno, Zapdos, Moltres) — build expensive shrines with rare materials. Befriend all three to unlock Ho-Oh.
- Mewtwo — post-game challenge requiring high completion.
- Mew — collect all 30 Mysterious Slates hidden across every region.
- Volcanion — story encounter in Rocky Ridges.

Appears as a roaming encounter in the Withered Wastelands after restoring the region to high environment level.

Legendary Birds
(Befriend all three to unlock Ho-Oh)
Build a shrine using 50 Stone, 50 Ice, 10 Crystal Fragments, and 10 PokéMetal. Requires advanced crafting.
Build a shrine using 50 Copper Ingot, 50 Gold Ingot, 50 Sea Glass Fragments, 50 Brick, and 10 PokéMetal.
Build a shrine using 50 Copper Ingot, 50 Gold Ingot, 50 Lava Block, and 10 PokéMetal.
Trio Masters
Special
Encountered during the Rocky Ridges hot spring storyline. Requires solving the hot spring puzzle.
Unlocked after extensive post-game progression. Requires high completion across all regions.
Collect all 30 Mysterious Slates scattered across every region. Check the Collectibles tracker for locations.
Tips
- PokéMetal is the bottleneck — the bird shrines each need 10 PokéMetal. Start stockpiling early by recycling with Magnezone.
- Environment level matters — the Legendary Beasts only appear when their region's environment is high. Plant trees, clear trash, and build nature habitats.
- Mysterious Slates for Mew — check the Collectibles tracker for all 30 slate locations.
- Save bird shrines for last — the material requirements are enormous. Focus on the Beasts and story legendaries first.
